The batteries have been inserted with the +/– symbols in the wrong direction.

Reinsert them correctly.

The batteries are exhausted.

Replace them with new ones.

The buttons are locked with the HOLD switch.

Set the HOLD switch to the “OFF” position.

The POWER switch is set to the “OFF” position.

Set it to the “ON” position.
